Kill Switch to Disable Stolen Phones Now Mandatory on New California Smartphones

California is the first state to require an antitheft kill switch technology be enabled on new devices. WSJ's Zusha Elinson takes a look at how the technology works and whether at least one San Francisco repair shop has seen less stolen phones since the feature's introduction.
